Notice of Impartiality
ASME PC maintains a strict policy on impartiality which is fundamental to the provision of audit and certification services, and a core value at ASME PC. Certification or approval with complete impartiality ensures rigorous, objective and fair assessment of auditees’ activities and certification processes, which underscores the value and benefits of certification for approved Individuals. It is essential that audit assessment and certification processes are conducted without the appearance of, bias or prejudice. All applications are reviewed for completeness and to ensure that the minimum criteria for certification is met as outlined in the applicable standard. ASME PC does not and shall not discriminate on the basis of race, color, religion (creed), gender, gender expression, age, national origin (ancestry), disability, marital status, sexual orientation, or military status, in any of its activities or operations.
The ASME PC Qualification Card ensures that individuals are properly trained and qualified to conduct NDE, and indicates an individual’s level of competency in areas applicable to nuclear power plant fabrication, construction, and inservice inspection, providing appropriate documentation of their training and qualifications.
While knowledge based learning is essential, the skill-based application of NDE is of particular importance, requiring sufficient and appropriate experience confirmed by a proficiency demonstration.
Individuals are assigned a Qualification Card and are responsible for developing the skills and knowledge necessary for a specific method and/or technique. Candidates for certification are responsible for obtaining appropriate signatures for on-the-job training and task performance evaluation as each task is successfully completed.
The ANDE Level III Examiner is responsible for the overall administration of On the Job Training and Task Performance Evaluation programs for the methods certified. They are also responsible for ensuring that candidates obtain the skills, knowledge, and ability to perform successfully in their area of certification. The Level III Examiner is qualified to perform task performance evaluation and is required to administer Qualification Card tasks that require performance level ‘Perform’ (P) verification.
*The ANDE Level III must be able to demonstrate competence in performing NDE in the method, including evaluation of indications, in accordance with the ASME PC Certification Scheme and applicable ANDE requirements.

The ANDE written examination is closed book, with the exception of reference materials identified by ASME PC. Written examination questions are developed and maintained by ASME PC from an approved Job Task Analysis (JTA).
The questions on the written examination cover the following topics:
Physical principles and theory
Codes, standards, specifications, procedures, instructions, and their interpretations
Practical applications and problems
To pass the written exam, a candidate must correctly answer 80% of the test questions. The written exam is administered and graded by ASME PC, in accordance with procedures approved by the applicable Specific Industry Sector (SIS) Committee. Written exams are given at your local Prometric Testing Centers. (https://www.prometric.com)
Level II and III practical demonstrations are graded using a standardized checklist, approved by the applicable SIS Committee. The checklist is part of the candidate’s certification records and is maintained by ASME PC.
The passing criteria for the practical demonstration is 80%.
ASME PC uses a centralized examination database, developed using JTA and psychometrics. The written and practical examinations will be administered by ASME PC CB as an independent third party, establishing a standard process of evaluation and assuring program integrity.
The test samples or grading units used for each practical demonstration are randomly assembled from the test sample bank defined by the psychometric process. The INPO SAT process provides feedback from field performance for continuous training and exam improvement.
** In addition to presenting proper identification prior to examination, the testing individual must present proof of current eye examination by a board certified doctor. Eyes examinations are to be performed on an annual basis (i.e., certified personnel shall receive and successfully pass vision acuity examinations at intervals not to exceed 1 year, which expire on the last day of the month of the expiration date, in order to maintain their certifications in an active status) in accordance with the following requirements:

(3) Color Differentiation/Contrast. Personnel shall demonstrate the capability to distinguish the colors applicable to the test methods for which certified and to differentiate contrast between these colors. Accepted examination types include H-R-R Pseudo isochromatic, Ishihara, Dvorine, and Farnsworth. (4) Vision Correction. When, vision correction is necessary to pass the visual acuity examinations, the same vision correction device shall be worn during all testing/inspections. Candidates utilizing multiple correction devices during testing/inspections such as eye lenses and contact lenses shall complete a visual acuity examination for each correction device.
