ASME PC is now accepting a limited number of applications for ANDE Provisional Level III Nuclear inservice

NDE Certification. The new ASME PC Non-Destructive Examination and Quality Control Inspection

(ANDE) program certifies personnel proficiency in knowledge, skills and performance for NDE personnel.

The ANDE program recognizes an individual’s ability to perform non-destructive examination and quality

control inspection in accordance with the ANDE-1 Standard. ANDE-1 includes a Systematic Approach to

Training (SAT) based on Institute of Nuclear Power Operations (INPO) practices and guidelines with performance based concepts, and psychometric principles.


The focus of the ASME PC ANDE provisional nuclear UT Level III is to conduct training and verify the utilization and completeness of the ANDE qualification / continuity card.  This is accomplished by the ANDE provisional level III’s signature in the appropriate areas and the final review prior to the applicant’s submission as part of their application.  

To qualify as an  ASME PC ANDE nuclear  UT Level III Provisional Certificate holder, the individual must be a current Level III certified in nondestructive examination (NDE) and meet the eligibility requirements for education, training, and experience in accordance with a nationally recognized certification program.

Applicants need to provide documented level III experience as well as proof of current

Level III certification. Experience should encompass a broad base of examination/inspection activity, including activities associated with the ASME Boiler and Pressure Vessel Code.

This is a limited 36 month program and if approved for ANDE Level III Provisional, after 12 months of verifiable work experience as a nuclear UT Level III provisional, the applicant may execute a practical examination.  If successfully completed, the application will be  transferred to a full ANDE nuclear UT Level III Certification.

The new ASME Nondestructive Examination (ANDE) program certifies personnel proficiency in knowledge, skills, and performance for NDE personnel. Initially, ANDE will focus on the nuclear industry throughout the U.S. and internationally, it will expand to include non-nuclear NDE and QC Inspection.

ASME, the industry leader in nuclear safety and certification, was entrusted by NRC to develop this performance-based program. ANDE leverages ASME PC’s experience and knowledge of NDE, and personnel certification best practices. These include a performance-based approach incorporating the use of a training body of knowledge based on job-task analysis, implementation of qualification cards, and psychometrically based written and practical qualification examinations. By certifying the qualifications of NDE personnel, ANDE will increase flaw detection, improve efficiency and reliability, and enhance quality that leads to increased public safety and reduce costs industry wide.

The ANDE program recognizes an individual’s ability to perform nondestructive examination and quality control inspection in accordance with the ANDE-1 Standard. ANDE-1 includes the principles of the Institute of Nuclear Power Operations (INPO), Guidelines with Systematic Approach to Training (SAT), performance based concepts, and psychometric principles. There are three ANDE certification, levels I, II or III. To successfully gain an ANDE Certification, the individual must successfully pass the written examination and, practical demonstration.

Over the last 30 years, extensive studies have shown that the reliability and performance of nondestructive examination and inspection must be improved to advance public safety and quality industry-wide.

Some factors that have contributed to the need for NDE Personnel Certification are:

  • Decline in qualified workforce due to attrition
  • Increasing demand for qualified workforce due to aging plant issues and competing industries
  • Variations in owner qualification and certification
  • Human performance issues
  • Existing personnel qualification and certification (PQ&C) processes that do not align with INPO guidelines, and best practices used for other nuclear power plant workers
  • Lack of a consistent way to evaluate qualifications of NDE personnel
